Diplomatic relations between Estonia and Turkmenistan were established on August 26, 1994.
The first ambassador of Turkmenistan to Estonia in history, Nazarkuly Shakuliyev, presented his credentials to President Toomas Hendrik Ilves on January 28, 2016 (residing in Minsk).

Bilateral Relations

 

Key Visits

The only high-level visit was the official visit of Estonian Prime Minister Andrus Ansip to Turkmenistan from November 28–30, 2011.

The Prime Minister met with Turkmenistan’s President and Head of Government Gurbanguly Berdimuhamedow, Deputy Prime Minister performing the functions of Foreign Minister Rashid Meredov, and Parliament Chair Akja Nurberdieva. The Prime Minister was accompanied by a business delegation, and a business forum was organized in Ashgabat.

In cooperation with the OSCE representation in Ashgabat, the Ministry of Foreign Affairs of Estonia organized a study visit in June 2013 for three Turkmenistan representatives, who familiarized themselves with media legislation and media self-regulation in Estonia.

In 2018–19, the Estonian e-Governance Academy conducted cadastre training for Turkmen officials. Representatives of Turkmenistan have also participated in development cooperation training in other program frameworks.

Three rounds of political consultations have taken place between the Ministries of Foreign Affairs of Estonia and Turkmenistan — in 2011, 2019, and 2025.
