NB! As of 18 July, 2025, in order to contest the visa decision, an appeal is submitted to the Ministry of Foreign Affairs, Islandi väljak 1, 10159 Tallinn, Estonia within 10 days from the receipt of refusal / annulment / revocation decision.

The Ministry reviews the appeal within 30 days from the appeal registration date.

In case the decision is not changed, the foreigner may file a complaint to the administrative court against the decision and the appeal decision in accordance with the procedure provided for in the Code of Administrative Court Procedure within 10 days from the date of notification of the appeal decision.

The refused visa applicant or a visa holder whose visa has been annulled or revoked can turn to the Estonian MFA by submitting a written Application within 10 calendar days as of the date of the lodging of an appeal.

The fee charged for processing the appeal is 80 €.

The state fee can be paid only through a bank or credit card. Cash is not possible.
